The Help America Vote Act was passed in 2002 by President Bush to improve the voting system in the United States.  HAVA formed a federal agency that oversees all election administration.  It provides funds to improve the election administration and replace obsolete voting systems.  It also set the minimum standards for all the states regarding election administration.  To read the Act in it's entirety, please click on the link below.
