The County Auditor is the official record holder for the County Council.  Annually, the County Auditor must compile and prepare for publication the budget and proposed tax levies for county funds, township poor funds, and other funds subject to the budget laws and under the auditor's jurisdiction. This duty carries with it the further duty to submit the budget to the county council, and, as clerk of the county council, to keep a record of all proceedings connected therewith.

The Auditor also has the duty to receive transcripts for additional appropriations from the officers of municipalities and in each instance to certify a copy of those receiving approval from the County Council to the State Board of Tax Commissioners for a hearing and final determination by that board.
