MS4 General Permit Regulations were adopted by Indiana Department of Environmental Management.
his mechanism is in the form of a local ordinance giving the authority to the MS4 to regulate illegal dumping, pollution originating from activity on construction sites as well as requirements for long term stormwater pollution control measures on all new development and redevelopment sites.
The City of Evansville has created and adopted two ordinances to regulate these requirements. An ordinance to regulate the pollution created by construction site run off and post development runoff and an ordinance to regulate the illegal discharge into our storm system of pollutants. If you see anyone polluting our streams or dumping into a storm drain notify us at 812-436-4977.
The City Engineer's Office will be enforcing the Illicit Discharge Ordinance with regard to yard waste.
An Illicit Discharge is defined as follows:
"ILLICIT DISCHARGE" means any discharge to a municipal separate storm sewer (MS4) conveyance that is not composed entirely of storm water, except naturally occurring floatable, such as leaves or tree limbs that are not deliberately concentrated. Sources of illicit discharges include sanitary wastewater, septic tank effluent, car wash wastewater, oil disposal, radiator flushing disposal, laundry wastewater, roadway accident spillage, household hazardous wastes, and deliberately concentrated yard waste.
PLEASE TELL YOUR NEIGHBORS NOT TO DIRECT THEIR YARD WASTE TO THE STREETS, DITCHES, CURBS, SIDEWALKS AND/OR STORM DRAINS.
