Read the meeting memorandum.  The draft meeting memorandum is available to view online typically within a few days of the meeting at www.evansville.in.gov/accessevc by selecting “For Archived Events” and then select “City Council” for a list of archived meeting information to view and selecting “Memo” for the meeting date you wish to view.

The meeting memoranda includes the following pursuant to I.C. § 5-14-1.5-4:

  • The date, time, and place of the meeting.
  • Members recorded as either present or absent.
  • General substance of all matters proposed, discussed, or decided.
  • A record of all votes taken, by individual members if there is a roll call.

The official memorandum is posted on the AccessEVC site after adoption by City Council.  The official memorandum is signed by City Council President.

What is AccessEVC?

AccessEVC is reference to an online comprehensive media suite utilized by city and county departments to collaboratively increase local government transparency and enhance community engagement. 

Through services provided by the cloud based solutions company, Granicus; AccessEVC offers citizens  

  • the opportunity to apply online to serve on local boards and commissions
  • live stream and playback government meetings
  • access to information for over 60 city county administered boards and commissions including, member rosters, meeting times, and governing codes
  • on-demand viewing of meeting web-casts, agendas, minutes and other documents in a single location

I’d like to comment at the City Council meeting about an agenda item.

If there is an agenda item you’d like to comment on in person, that may be allowed during the discussion period during the item’s Second Reading immediately prior to final vote.  The Presiding Officer will call for comments or remonstrances from the public for each item heard under this agenda heading. 

I’d like to address the City Council.

There are a few different ways to address City Council and its members. 

By Mail:  Mail may be addressed to City Council as a whole or to individual members. 

Mail addressing Council as a whole should be sent to:

Mail addressed to individual Council Members may be sent to the Councilmembers’ individual address listed on the City Council Contact form or to the Office of the City Council.

By Email.  City Council may be emailed at the email addresses listed on the City Council Contact form or you may e-mail all Councilmembers at citycouncil@evansville.in.gov.

By Phone.  Members of City Council may be reached at the phone numbers listed on the City Council Contact form.

In-person at City Council meeting.  If the meeting is serving as a public hearing, a period of public comment is mandatory and will be opened by the Presiding Officer.  If you wish to speak, please fill out a “Speaking Request” slip prior to the meeting (if possible) and submit to the City Clerk.  These slips are located to the right after immediately entering Council Chambers (Civic Center room 301).  Submitting a slip may not guarantee an opportunity to speak.  The Presiding Officer may impose a time limit for each speaker.

The Presiding officer will open the floor for comments by members of the public during Miscellaneous Business at City Council meetings.  Please fill out a “Speaking Request” slip prior to the City Council meeting (if possible) and submit to the City Clerk.  These slips are located to the right after immediately entering Council Chambers (room 301 of the Civic Center).  Submitting a slip may not guarantee an opportunity to speak.  The Presiding Officer may impose a time limit for each speaker.

When addressing the City Council, approach the podium when acknowledged by the Presiding Officer and clearly state your name and address for the record.  All comments must be made from the podium and in a respectful manner refraining from the following: 

  • profanity, vulgar language or gestures, or language which would incite an immediate breach of the peace;
  • undue repetition, extended discussion of irrelevancies, obscenity, and personal attacks against private individuals;
  • campaigning for public office; and
  • interrupting others or engaging in behavior that disrupts the meeting.

I want to propose a change of the municipal code.

To suggest or encourage a change of municipal code, contact your ward’s councilperson, an at-large councilperson or the City Council Department Liaison.  You can look up your ward representative by entering your address at www.evansville.in.gov/ward

I want to know more about my City Council representative.

You can check out City Councilmembers’ bios at www.evansville.in.gov/citycouncilcontact.  Many City Councilmembers post frequently to their online social media accounts such as twitter, facebook, and instagram.  

I’d like to make a presentation to the City Council.

Presentation requests must be approved for the agenda by City Council President.  Submit your request to cityclerk@evansville.in.gov with the following information:

  • Your name and organization
  • Contact info
  • Presentation topic
  • Visual aid type
  • Anticipated duration of presentation
  • Requested meeting date (view City Council Meeting Schedule)

I’m a student attending a meeting for class.

Select a City Council meeting to attend by viewing the City Council Meeting Schedule.  Arrive a few minutes prior to the meeting allowing yourself time to pass through security and locate Council Chambers (Civic Center room 301).  Should you have questions or need a signature before or after the meeting, locate the City Clerk seated at the dais at the front of the room and she will help you.
