A. Burial space: Any space within the Cemetery used or intended to be sued for the interment of human remains and includes crypts, niches, and earthen interments.

B. Burial space owner: Any person in whose name a burial space is of record as owner in the office of the Cemetery.

C. Cemetery: All land and structures comprising Oak Hill Cemetery and Locust Hill Cemetery.

D. Cemetery Purposes: Any and all things requisite or necessary for or incident or convenient to the establishment, maintenance, management, operation, improvement, and conduct of a Cemetery, the preparation for interment and the interment of the human dead, and the care, preservation, and embellishment of Cemetery property.

E. Columbarium: A structure, room or space in a building or structure used or intended to be used for the interment of cremated human remains.

F. Community Mausoleum or columbarium: A Mausoleum or columbarium in which interment rights are, or have been offered for sale to the general public.

G. Cremation: The incineration of the body of a deceased person.

H. Crematory: A building or structure, within which the remains of deceased persons are, or are intended to be cremated.

I. Crypt: A chamber in a Mausoleum of sufficient size to entomb the uncremated remains of a deceased person.

J. Human Remains: The body of a deceased person, and includes the body in any stage of decomposition and cremated remains.

K. Interment: Any lawful disposition of the remains of a deceased person.

L. Lot: Four (4) or more burial spaces in a consecutive row.

M. Mausoleum: A structure or building used, or intended to be used for the interment of human remains in crypts, vaults or niches, including a columbarium.

N. Niche: A space in a columbarium, used or intended to be used, for the interment of the cremated remains of one or more deceased persons.

O. Superintendent: The person appointed by the Mayor for the purpose of managing the Cemetery.

P. Board of Public Works, City of Evansville: Persons duly appointed by the Mayor, and qualified pursuant to law, to serve as the governing body of the Cemetery. (Referred to as “Board” in the remainder of this document).

Don't get burned when buying firewood

Indianapolis - It's easy to get burned when buying firewood, especially when the buyer has received less than they bargained for, according to the Weights and Measures Division of the Indiana State Department of Health (ISDH).

Firewood is sold in large amount throughout Indiana until the end of the winter heating season, but many people are buying measurements of firewood that are not defined and less than state requirements. The ISDH's Weights and Measures reminds Hoosiers that firewood must be sold in measurements of "cords" - or 128 cubic feet of firewood.

According to the ISDH, firewood sellers often try to sell their products using terms such as 'truckload," "face cord," "rack," "rick" or "pile." None of these terms, however, is an official measurement of anything meaning the buyer can get burned not ever knowing for sure how much actual firewood they are purchasing for the advertised price.

A "cord" of firewood can be stacked and measured to make sure you're getting what you pay for. For example, a "cord" of firewood when stacked could be a pile that is either:

  • 4 feet wide, 4 feet high and 8 feet long (4' x 4' x 8' = 128') or
  • 2 feet wide, 4 feet high and 16 feet long (2' x 4' x 16' = 128')

There are, of course, other ways to stack the firewood the make sure of its measurement, but its width times its height when stacked should always equal 128 cubic feet for a "cord" of firewood.

Buyers should be weary of sellers offering sub-units or portions of cords" of firewood. Firewood can only be sold in a "cord" measurement.

To protect yourself, buyers should ask for a written receipt of their firewood purchase that indicates the seller's name, address and phone number; the price, amount and kind of wood purchased; and the buyer should try to record the license plate number of the delivery vehicle.

Other tips include:

  • Take the time to measure the amount of firewood you have purchased before burning any of it;
  • Ask the seller to stack the wood out for you in a 128 cubic foot configuration (there may be a cost for this service, however);
  • Take photographs of the stack of wood if you believe you have been sold less than a "cord",
  • Contact the seller immediately with any problems you discover before burning any of the wood; and,
  • If the problem cannot be resolved, contact your local Weights and Measures official.

The Help Desk is the first step in the process for the end user to obtain support or help in the areas of software and hardware remediation.

All end user requests are taken through the Help Desk Line.  This allows the user to obtain a work order number and technician assignment.

The Help Desk also provides support to the City of Evansville and Vanderburgh County departments in the procurement process.  

The Help Desk assists departments in developing specifications and obtaining quotes for hardware and software.  These products consist of desktop computers, laptops, peripherals, printers, software and related components.

MS4 General Permit Regulations were adopted by Indiana Department of Environmental Management. 

his mechanism is in the form of a local ordinance giving the authority to the MS4 to regulate illegal dumping, pollution originating from activity on construction sites as well as requirements for long term stormwater pollution control measures on all new development and redevelopment sites.

The City of Evansville has created and adopted two ordinances to regulate these requirements. An ordinance to regulate the pollution created by construction site run off and post development runoff and an ordinance to regulate the illegal discharge into our storm system of pollutants. The City Engineer's Office will be enforcing the Illicit Discharge Ordinance with regard to yard waste.

An Illicit Discharge is defined as follows:

"ILLICIT DISCHARGE" means any discharge to a municipal separate storm sewer (MS4) conveyance that is not composed entirely of storm water, except naturally occurring floatable, such as leaves or tree limbs that are not deliberately concentrated. Sources of illicit discharges include sanitary wastewater, septic tank effluent, car wash wastewater, oil disposal, radiator flushing disposal, laundry wastewater, roadway accident spillage, household hazardous wastes, and deliberately concentrated yard waste.

PLEASE TELL YOUR NEIGHBORS NOT TO DIRECT THEIR YARD WASTE TO THE STREETS, DITCHES, CURBS, SIDEWALKS AND/OR STORM DRAINS.

The start of 2017 has already been a very active and tragic year in weather. The Weather Channel stated that, “the number of severe weather reports is more than double the average to date.” As of May 3rd, there has been a reported preliminary count of 650 tornadoes. Leading, for the most confirmed tornadoes so far this year, is Georgia. They have had 55 confirmed tornadoes, as of April 5th. The state of Georgia also broke its record for the most tornadoes in a two-day span from the severe weather outbreak that occurred on January 21st & 22nd. Tragically, there have been 32 deaths related to tornadoes, 16 of those in the state of Georgia alone. Furthermore, The Weather Channel also states that the, “severe thunderstorms are largely responsible for the record number of U.S. billion-dollar weather-related disasters in the first three months of 2017.” Not only has this severe weather season been very active, it has also been slightly unusual. The states of Massachusetts and Wisconsin both have had tornadoes reported; the earliest in a year since their record-keeping began.

This proves the fact that severe weather can happen almost anywhere and anytime; the time to be prepared is now. With the year not even halfway over, we can expect to see even more severe weather. Site Plan Requirements

The Building Commission examines and approves residential and commercial site plans for compliance with building codes and local requirements. Site plans are required to be submitted dimensioned, drawn to scale, and include project specifications.

The following details should be included on a site plan:

Site Grading Plan Requirements

In addition to the information required for the site plan, a site grading plan shall be submitted when any one of the following conditions exist:

  • Parcel is located within 75 feet of a “regulated drain”.
  • Parcel is in or partially in the 100-year floodplain.
  • Parcel is within 50 feet of a natural drain or watercourse.
  • Parcel is within an area of localized flooding indicated by flood protection grades (FPG) on the subdivision plat or as determined by the Building Commission.

Site grading plans are required to be submitted dimensioned, drawn to scale, and include project specifications.

The following details should be included on a site grading plan:

  • Original ground contours (dashed) at two-and-one-half-foot or closer intervals on and within 100 feet of the lot to be built upon.
  • Final contours (solid) at one-foot intervals on and within 50 feet of lot to be built upon.
  • Location, size and invert elevation of drainage structures within 100 feet of the site.
  • Centerline elevation of road and sidewalk elevations adjacent to the lot opposite lot corners and at high or low points.
  • Present and proposed drainage ditches crossing or adjacent to the site with flow line elevations opposite lot lines including high points of swales between lots and flow direction arrows.
  • Minimum allowable flood protection grade (FPG) from floodplain map, subdivision plat or drainage study
  • Proposed grades of lowest floors (includes garages, basements, or crawl spaces if constructed on fill) grades must be based on USGS datum.
  • The site grading plan must be prepared and certified by a professional engineer or professional land surveyor, registered in the State of Indiana.
  • If a retaining wall over six feet high will be used, the detail drawings of the wall shall be attached, certified by a professional engineer.

If the Building Commission is unable to achieve positive results to improve a property through our voluntary compliance segment of enforcement, the first level of increased enforcement is an Administrative Hearing before the Hearing Officer.

  • This occurs when a building has deteriorated to a point that warrants removal by demolition either by voluntary action of the owner or through a hearing process.   
  • Each month open property maintenance cases are reviewed and properties with on-going uncorrected violations are issued Orders for correction with a hearing date. 
  • The hearings are then held. The Hearing Officer hears evidence from the City and the building owner as well as interested parties.
  • The Hearing Officer then may affirm (agree with the department’s recommendation), modify (change conditions of the order) or rescind the order (void the order).
  • The Hearing Officer also has the authority to require Performance Bonds, impose Ordinance Violation Fines and Civil Penalties for willful non-compliance with an Order.
  • These hearings are held in Room 307 of the Civic Center at 1:00 PM on a monthly basis and are open to the public.

Award Recipients

A burn waiver can be granted for fires larger than a recreational fire, such as for a flag ceremony, event bonfire, or storm debris cleanup. 

Permitted fires can be more than 2'x3' but no larger than 1000 cubic feet (10'x10'x10') and burn only clean natural wood material. 

Permittees must follow all state and local open burning rules, which are summarized on the permit.

New and current permit holders can submit a request to climate@evansville.in.gov or call (812) 435-6145 to receive a permit.  Please allow at least 3 business days advance notice before your intended burn date.

Winter Driving Safety Tips

The following winter driving safety tips are provided by the Clear Roads pooled fund research project for winter highway maintenance.

Reduce Speed

  1. When it snows, use your head not your feet. Slow down for wet, snowy, or icy conditions; when visibility is poor; or when conditions are changing or unpredictable. Don’t turn your vehicle into an ‘off-road vehicle’ by driving too fast for conditions.
  2. Avoid excessive actions while steering, braking or accelerating to lessen the chances of losing control of the vehicle.
  3. Slow down when approaching intersections, off-ramps, bridges or shady spots. These are all candidates for developing black ice: a thin coating of clear ice that can form on the pavement surface that may be difficult to see.
  4. Drivers should allow additional room between their vehicles and others. Winter road conditions often result in longer stopping distances.
  5. Don’t take chances when pulling out in front of approaching vehicles. Remember, they may not be able to slow down and you may not be able to accelerate as quickly as on dry pavement.
  6. Avoid using cruise control in winter driving conditions. You need to be in control of when your vehicle accelerates based on road conditions — don’t let the cruise control make a bad decision for you.

Safe Travel Around Snowplows

  1. Don’t crowd the plow. Snowplows plow far and wide—sometimes very wide. The front plow extends several feet in front of the truck and may cross the centerline and shoulders during plowing operations.
  2. Don’t tailgate or stop too close behind snowplows. Snowplows are usually spreading deicing materials from the back of the truck may need to stop or take evasive action to avoid stranded vehicles. If you find yourself behind a snowplow, stay behind it or use caution when passing. The road behind a snowplow will be safer to drive on.
  3. On multiple lane roads, watch for snowplows operating in either lane.
  4. Don’t travel beside a plow for long periods. When plowing through a snowdrift or packed snow, the impact can move the truck sideways.
  5. Snowplows can throw up a cloud of snow that can reduce your visibility to zero in less time than you can react. Drive smart. Never drive into a snow cloud- it could conceal a snowplow.
  6. Snowplows travel much slower than the posted speeds while removing snow and ice from the roads. When you spot a plow, allow plenty of time to slow down.
  7. A snowplow operator’s field of vision is restricted. You may see them but they may not see you.
  8. Plows turn and exit the road frequently. Give them plenty of room.

Driving Maneuvers

  1. Stopping on snow and ice without skidding requires extra time and distance. If you have anti-lock brakes, press the pedal down firmly and hold it. If you don’t have anti-lock brakes, gently pump the pedal. Either way, give yourself plenty of room to stop..
  2. On snow and ice, go slowly, no matter what type of vehicle you drive. Even if you drive an SUV with four-wheel drive, you may not be able to stop any faster, or maintain control any better, once you lose traction. Four-wheel drive may get you going faster, but it won’t help you stop sooner.
  3. When you’re driving on snow, accelerate gradually.
  4. When you’re driving on snow, ice or wet roads, avoid abrupt steering maneuvers.
  5. When you’re driving on snow, ice or wet roads, merge slowly, since sudden movements can cause your vehicle to slide.
  6. It takes more time and distance to stop your vehicle in adverse weather conditions, so use your brakes carefully. Brake early, brake slowly, brake correctly, and never slam on the brakes.
  7. When driving in adverse road conditions, look farther ahead in traffic than you normally do. Actions by other vehicles will alert you to problems more quickly, and give you that split-second of extra time to react safely.
  8. Winter conditions call for different driving tactics. Ice and snow, take it slow—slower speed, slower acceleration, slower steering, and slower braking.

Trip Preparedness

  1. Before leaving home, find out about the driving conditions. Safe drivers know the weather, and they know their limits. If the weather is bad, remember, ice and snow, take it slow, or just don’t go.
  2. Before venturing out onto snowy roadways, make sure you’ve cleared the snow off all of your vehicle's windows and lights, including brake lights and turn signals. Make sure you can see and be seen.
  3. Always buckle up, and remember, when driving in winter, ice and snow, take it slow.
  4. Give yourself extra time to reach your destination safely. It’s not worth putting yourself and others in a dangerous situation, just to be on time. Winter conditions can be taxing on your vehicle. Check your vehicle's tires, brakes, fluids, wiper blades, lights, belts, and hoses to make sure they‘re in good condition before the start of the winter season. A breakdown is bad on a good day, and can be dangerous on a bad-weather day.
