Special Emergency Solutions Grants (ESG) Program funds were allocated by HUD to this jurisdiction in the amount of $790,410 (Round 1) and $941,088 (Round 2), as authorized by the Coronavirus Aid, Relief, and Economic Security Act (CARES Act), Public Law 116-136. These special funds are to be used to prevent, prepare for, and respond to the coronavirus pandemic (COVID-19) among individuals and families who are homeless or receiving homeless assistance; and to support additional homeless assistance and homelessness prevention activities to mitigate the impacts of COVID-19.
CDBG-CV
Special Emergency Community Development Block Grant (CDBG) Program funds are being allocated by HUD to this jurisdiction in the amount of $1,592,787, as authorized by the Coronavirus Aid, Relief, and Economic Security Act (CARES Act), Public Law 116-136. The Coronavirus Aid, Relief and Economic Security Act (CARES Act) (Public Law 116-136) makes available $5 billion in supplemental Community Development Block Grant (CDBG) funding for grants to prevent, prepare for, and respond to coronavirus (CDBG-CV grants).
As a result of COVID-19 and having to use alternative methods to give public notice and allow public comment, the City of Evansville has amended its Citizen Participation Plan (CPP). The updates to the plan have been highlighted in yellow and are provided for review in the link below. This CPP amendment is part of the City's Substantial Amendment to HUD. DMD's Community Development staff is responsible for the overall administration of federal grant funds from the U.S. Department of Housing and Urban Development:
- Community Development Block Grant funds (CDBG)
- HOME Investment Partnerships Program
- Neighborhood Stabilization Program (NSP)
- Emergency Solutions Grant (ESG)
Additionally, Community Development is responsible for other grant funds received from the Indiana Department of Commerce, Economic Development Administration, and other agencies.
The administration of CDBG, HOME, NSP and ESG projects includes:
- Disbursement of funds
- Financial reporting
- Monitoring the progress of each project
Community Development staff conducts the annual funding process from the solicitation of project proposals to the submission of the Consolidated Housing and Community Development Annual Action Plan to the U.S. Department of Housing and Urban Development.
The entire process encompasses about seven months and includes:
- Review by staff
- Citizens Advisory Committee submits recommendations to the Mayor
- Mayor reviews recommendations
- Presentation of Mayor's recommendations to the City Council
- Final budget action by the City Council
US Department of Housing and Urban Development reviews our programs each year and sends us a report.
