The City of Evansville, Indiana, was founded in 1812 on a scenic bend in the Ohio River. With a population of nearly 121,000 people in the city limits and more than 300,000 people in the metropolitan area, Evansville is the third-largest city in Indiana. ABOUT AREA PLAN
THE LOCAL LAND USE PLANNING AGENCY

The Area Plan Commission is the local agency designated to carry out land use planning for the City of Evansville, Vanderburgh County, and the Town of Darmstadt. This body is an appointed 13-member board that meets once a month to make decisions on zonings and subdivisions within these jurisdictions. The Area Plan Commission and its staff are also responsible for long range planning to shape the future development and growth of the community, which involves updating the City/County Comprehensive Plan and on-going efforts to implement the Plan. This office also serves as the staff for the Board of Zoning Appeals, who rules on petitions for variance from the Zoning ordinance requirements and Special Uses

Another function of the Area Plan Commission, referred to as current planning, is the administration/enforcement of the Zoning and Subdivision ordinances. In this role, the Area Plan Commission professional and support staff process applications for new development, review site development plans, prepare reports for the Plan Commission and the public on these proposals, and issue permits. Improvement Location Permits are issued for all new buildings, additions to existing buildings, homes, accessory structures, pools, and business signage.

The Building Commission ensures all Building Codes and Regulations are met during all phases of Building Construction, which includes any alteration, repair, and building on residential, commercial, and industrial projects taking place within Vanderburgh County.  All projects should begin by contacting the Area Plan Commission to check for requirements they may need prior to you requesting your Building Permit.

Contractor Licensing
These requirements protect the owner and all that hold an interest in the project. Bond and Insurance information is maintained within the Building Commission office via the License Clerk. Continuing Education is also approved through the License Clerk.

Floodplain Management
Floodplain management is an important service to assist in keeping your project protected from nature. Building Commission officials work in close partnership with the State of Indiana and the Federal Government to promote safe and preventative building practices. Property Maintenance Enforcement
Property Maintenance is the administration and enforcement of the Property Maintenance Code.
Property Maintenance Enforcement regulates Existing Structures, Weeds, and Trash/Debris ordinances. Report Weeds over 9", items outside that were not designed for outdoor use, and dilapidated existing structures.

Project Management
Project Management Services are offered through the Building Commission to assist owners and/or representatives, developers, and contractors through the entire permitting process.

Rental registry is the registration of residential buildings. 
2024 Rental Registry deadline is May 10th

Burdette Park is a municipally owned and operated facility, governed by the Vanderburgh County Commissioners. The park is comprised of approximately 180 acres of scenic rolling hills in southwestern Indiana. Burdette Park staff are dedicated to providing a safe, recreational, and educational environment for patrons of all ages.

Burdette Park is located just west of Evansville, Indiana, a short distance from the Indiana, Kentucky, Illinois border, a short drive from Interstate 64, and just a brief expressway drive from Highway 41.

First Judicial Circuit

The Indiana Constitution directed the General Assembly to divide the State into judicial circuits, and provided that a Circuit Court would be established in each circuit. Presently, the boundaries of 90 Indiana Circuits are co-extensive with the boundaries of a particular Indiana county. There are two less populated counties which share a circuit. The boundaries of Indiana's First Judicial Circuit are the same as the boundaries of Vanderburgh County. The First Judicial Circuit Court is commonly known as the Vanderburgh Circuit Court.

Judge David D. Kiely was elected to the office of Vanderburgh Circuit Court Judge in 2012 for the term beginning in 2013. In addition, Kelli E. Fink has served as Vanderburgh Circuit Court Magistrate Judge since her appointment in 2009. Celia M. Pauli was appointed as Vanderburgh Circuit Court Magistrate Judge in July 2020.  Ryan C. Reed was appointed as Vanderburgh Circuit Court Magistrate Judge in September 2020. Approximately two-thirds of the cases heard in Vanderburgh Circuit Court are felony criminal matters and approximately one-third are civil matters. Vanderburgh Circuit Court is responsible for Grand Jury proceedings and the County Law Library. Also, Vanderburgh Circuit Court manages the Adult Felony Probation Department and the Alcohol Abuse Probation Services / Drug Abuse Probation Services (AAPS/DAPS).

Judge David D. Kiely is one of the Supervising Judges of Vanderburgh County Treatment Court; he also created the first Veteran's Treatment Court in Indiana in 2011.

Conveniently located within the city limits of Evansville, Indiana, the two city cemeteries have been serving families for more than 160 years.

The City Clerk’s Office is divided into four divisions of responsibility:  City Clerk, City Council, Parking Meter Department, and Ordinance Violations Bureau.  The City Clerk serves as the head of each division and is responsible that duties are executed as prescribed by law. 

City Clerk

Principal duties include:

  • Issuing meeting notices to Council, Council Committees, representatives, and the public.
  • Delivering to the Mayor, ordinances and resolutions which require action of the Mayor.
  • Keep the corporate seal and affix it to documents required to bear it.
  • Publish the municipal code according to the requirements of local and state code.
  • Accept and process originals of ordinances and resolutions to be considered by City Council.
  • Administer the oath to members of the fire and police departments and various boards and commissions.

City Council

Serving as clerk to the City’s legislative body, the City Council, the City Clerk is custodian of all City Council’s official records including ordinances, resolutions, and meeting memoranda.  All ordinances and resolutions to be considered by City Council must be filed with the Clerk and are prepared for the agenda and distribution to council members.  This office is also responsible for the maintenance and publishing of the official Evansville Municipal Code as well as City Council meeting notices, agendas and memoranda. 

The City Clerk prepares the Council Chamber for City Council meetings by posting agendas, distributing information and queues live streaming.  At the City Council meetings, the City Clerk joins City Council members being seated at the dais while journaling the proceedings of the meeting, including members in attendance, the substance of each motion made, the name of the member making and seconding each motion, the ayes and nays on each roll-call vote taken, and whether each voice is carried. 

After passage of ordinances and resolutions by the City Council, the City Clerk is responsible for attesting City Council President’s signature, affixes the corporate seal, and delivers the documents to the Mayor for action.

The City Clerk assists in presenting City Council applicants who wish to serve on boards and commission. 

Parking Meter Department

The Parking Meter Department is headed by the City Clerk.  The City Clerk is responsible for all activities and municipal functions connected with the Parking Meter Dept., the collection of fines, supervision of Parking Meter Dept. personnel, and maintenance of the parking meter system.

Ordinance Violations Bureau

The Ordinance Violations Bureau processes citations issued for violations of the Municipal Code, collects fines, ensures City representation and proper witnesses for court proceedings, and prepares court documents for filing all small claims for the City.

The City Controller serves as the chief financial officer for city government and manages the Finance Department.

The Controller’s primary responsibilities are to:

  1. Prepare separate accounts for city departments and record balance receipts and disbursements
  2. Authorize warrants for payments and record transactions
  3. Issue payroll and account forms for all departments
  4. Maintain records of bonds and indebtedness and authorize payments and record issuance
  5. Set the manner of salaries for payments
  6. Report to city legislative body as required by law
  7. Manage finances, report financial statements and accounts and invest funds

  9. Audit all city accounts and restricted funds
  10. Prepare annual budget for fiscal body and annual report of fund balances, receipts and disbursements to the state

The Common Council of Evansville (often referred to as the City Council) is the legislative and fiscal body for city government.

The Common Council of Evansville (often referred to as the City Council) is the legislative and fiscal body for city government.  The Council’s nine members are made up of one representative from each of the City’s six Council districts and three at-large members.  View a map of the six wards here or visit our Ward & Neighborhood Lookup page to search by address.  Members are elected officials who serve for four-year terms.

As the legislative body, the Council has the exclusive responsibility of passing or changing local laws (known as ordinances), resolutions, orders, and motions for the City’s government. As the fiscal body, the Council has the authority to levy certain taxes and it has the sole responsibility of adopting a City budget each year.  The Council also appoints members to certain boards and commissions that serve the community in various areas.

Indiana has what is called a “strong mayor” system, so the mayor has most of the executive and administrative power over the city’s daily operations.  The mayor appoints or removes department heads and has veto power over ordinances passed by the Council.  Nevertheless, the Council has the ultimate authority for funding and all money spent on behalf of City taxpayers.

During budget season – which typically occurs in the fall – the mayor will propose to Council a detailed budget for all City departments, taking into account revenue sources and restrictions on how money from each revenue source can be used.  By state law, Council can cut any of the mayor’s spending proposals, but generally Council cannot add any spending to the budget. State law also requires that the budget be balanced.  Therefore, the City will receive estimates of tax revenue from the Indiana Department of Local Government Finance (DLGF) and all spending must stay within the DLGF’s projected revenue.

After a budget has passed, City departments will frequently find the need to reallocate funds for different uses, either within the same department or to different departments.  These transfers and appropriations require Council approval.

All ordinances and resolutions must be introduced by Council members. Citizens can take part by approaching a Council member with an idea or proposal for an ordinance or resolution.  These proposals are introduced into the Council and are assigned to the appropriate committee for consideration.  Committees hold a public hearing to receive citizen input, then decide to table the ordinance or bring it before the entire Council.  When an ordinance is passed by the Council, it is then sent to the Mayor for signature or veto. The Council may override a veto with a two-thirds majority vote.

One frequent – and sometimes controversial – request before Council concerns zoning.  The City is divided into districts or zones with each having their own regulations and rules for how the land may be used.  Over time, residents and City officials find the need to change some districts, or rezone them, which requires Council approval.  Rezoning requests first appear before the Area Plan Commission and receive a recommendation for approval or denial.  This recommendation is then passed on to Council, which has the final authority over rezoning requests.

Regular Council meetings typically occur on the second and fourth Monday of each month at 5:30 p.m. in Room 301 of the Civic Center, subject to change with holidays. Check the agenda prior to each meeting to ensure you have the correct time and date.

Office Functions

The City Engineer's Office prepares design work and construction contracts for improvements to streets, storm sewers and sidewalks. Requests for improvements to these facilities are evaluated individually and alternative solutions are formulated to develop the most cost effective means of addressing problems. The City Engineer's Office operates under the Board of Public Works, where bids are received and contracts are awarded for these improvements.

The City Engineer's Office provides full inspection on each contract awarded through the Board of Public Works, monitoring construction to insure that workmanship and materials are in conformance with the written plans and specifications.

Street Paving Program 

Inspects streets for condition and develops annual plan for repair and maintenance of existing streets; prepares program for bidding; oversees operations of paving contractors for compliance with construction specifications of the program; maintains records of street maintenance for review for future needs.

Plan Review and Approval 

Reviews and approves plans for new streets and drainage facilities within proposed subdivisions constructed by private developers; plans are reviewed for compliance with standards; monitors construction of facilities after approvals are given; reviews plans for all new commercial development for impacts on existing traffic patterns and drainage facilities; comments on rezoning requests.

Personnel/ Labor Relations

Negotiates contracts with unions; provides advice and consultation for contract administration; investigates employee grievances; reviews disciplinary action; approves requests for Family and Medical leave; oversees salary and benefits administration, affirmative action and EEO; posts job openings and accepts applications; implements personnel policies for compliance to laws, ordinances and rules; develops training programs and completes salary surveys.

Safety

Oversees workers compensation; develops and implements programs and monitors work sites and public facilities to ensure compliance with OSHA and other governmental regulations; provides safety training; investigates accidents, property damage and employee/public concerns; coordinates physicals and drug testing for prospective employees and administers program for random drug testing for employees with CDL s.

Payroll

Conducts City payroll transactions and processes employee payroll checks; makes proper deposits; prepares reports for deduction listings, taxes and retirement; files all state and federal reports; handles FICA and PERF breakdowns; works with County Clerk s office regarding child support and garnishments; responds to all Orders to Appear, Interrogatories and Subpoenas; answers payroll related questions and receives from employees changes in name, address, etc.; and prepares monthly survey for Bureau of Labor Statistics.

Insurance

Submits employee claims and transmits payments for health and life insurance; serves as liaison between employees, administrators and health agencies; authorizes payments of claims; answers employees requests concerning interpretation of coverage, explanation of policy plans; administers COBRA including employee notification of coverage options and costs; submits disability and death benefits forms and distributes checks; prepares billings, claim vouchers and payments to departments and administrators; tracks, researches and compares information to determine costs and make fiscal projections

County Clerk Seal

The Office of Clerk of the Circuit Court is established by the Indiana State Constitution to serve as the record keeper for the Constitutionally created Court. The Clerk is elected by the residents of Vanderburgh County and is limited to serving two consecutive terms. The Clerk of the Circuit Court also serves as the Secretary to the County Election Board which is responsible for conducting all elections in the county including the certification of results. 

The Clerk serves as trustee of child support collections ordered by the Court and paid through the Clerk's Office, and also acts as the chief financial officer of the Courts by collecting, disbursing, and reconciling monies related to court. The Clerk collects filing fees, court costs, and judgment monies in civil cases and infraction cases, fees and fines for county jurisdictions, deferral and pretrial diversion fees, and bail bond monies ordered by the Courts.

Computer Services is a joint department that provides information technology and support to the City of Evansville and Vanderburgh County.   The department is managed by the Chief Information Officer.

For over 15 years, the City and the County have outsourced the support of their technical environment with management and oversight provided by the CIO. The current contracted vendor for these services is Advanced Network & Computer Services, Inc.

The City and County utilize a variety of technology platforms, services, and applications in an effort to provide efficient customer service.  Examples of these service systems include email, financials, payroll, GIS, and electronic records management.

The Board of Commissioners of Vanderburgh County are the chief executive and the legislative body of the County government.  County Commissioners are a three-member board elected to four-year terms. The Commissioners represent three separate districts (in which they reside) but are elected by the voters of the entire County.  Districts 1 and 3 are elected in Presidential election years, and District 2 is elected in Presidential mid-term election years.  The Vanderburgh County Commissioners have a wide range of executive and administrative authority.  Among the duties and responsibilities are the following:

  • Develop and adopt policies, approve contracts, resolutions, and ordinances governing the unincorporated areas of Vanderburgh County and the functions of County government
  • Maintain all county-owned property
  • Authorize the construction and maintenance of roads and bridges including those bridges within the town boundaries
  • Lead the development of economic development projects and programs to attract business and retain jobs in Vanderburgh County
  • Oversee several departments which report directly to the County Commissioners including the following:  Burdette Park, County Engineer, Health Department, County Highway Department, Old National Events Plaza, Purdue Cooperative Extension Service, Soil & Water Conservation District, Superintendent of County Buildings, Veterans Services, and Department of Weights and Measures
